



Protected areas lie at the core of national and
international efforts to conserve biodiversity. In many
countries of the world, they however continue to be
threatened by logging, hunting, and other unsustainable
land and resource uses. Although many laws exist which
aim to conserve biodiversity in protected areas, they are
not always enforced, and illegal and destructive activities
continue. There often exist few economic incentives for
the people who manage lands, resources and businesses
in ecologically sensitive zones to stop environmentally
damaging activities, which remain more profitable than
biodiversity conservation. At the same time, many
governments lack sufficient financial resources to address
these threats, or to manage protected areas effectively.
We have been working with the United Nations
Development Programme (UNDP) in the Russian
Federation to identify sustainable livelihood opportunities,
revenue sharing systems and financing mechanisms for
the conservation of unique wetland complexes in
Astrakhan and Volgograd Administrative Regions and the
Republic of Kalmykia.
