valuing Montenegro's
Protected Area system
As is the case in many countries, Montenegro's
protected areas are accorded a low budgetary and
policy priority by public decision-makers, because they
are seen to be of little economic importance. They
suffer from a chronic lack of funding, which makes
on-the-ground conservation difficult. Yet the national
protected area system generates immense values, for
most sectors of the economy. Under-investment is
slowly eroding this important source of natural capital,
and significant costs and losses are being incurred as a
result.

We have been working with the
United Nations
Development Programme (UNDP) and the Institute for
Strategic Studies and Prognoses (ISSP) in Montengro
to value the contribution of biodiversity and ecosystems
to the national economy, and to communicate these
values to public policy-makers and decision-makers so
as to make a convincing case for adequate investment
in the protected area system.
